Housing Colorado's Land Use: Solution for a Better Tomorrow

In this special, expanded forum on land use topics, we have some exciting information to cover. This forum will be structured with a main keynote presentation and then three shorter, condensed presentations to follow.

For the main keynote presentation, Don Elliott will discuss the key role of zoning and land use regulations in meeting affordable housing demands. Key tools to be discussed include development density and incentives, parking, open space, and design requirements, inclusionary zoning, occupancy restrictions, and Tiny Houses. In addition Mr. Elliott will discuss the need to tailor land use tools to specific housing needs and the increasing use of housing as workspace.

The condensed, shorter presentations will cover the following topics:

  1. Creating standardized blueprints for accessory dwelling units (ADUs)
  2. Best practices on starting conversations with city officials and discussions around local NIMBY’ism
  3. Re-imagining Brownfields so that cities can create vibrant places for people to live, work, and shop

Housing Colorado is a statewide, multi-sector membership association of more than 3,000 housing professionals representing the industry’s diverse interest groups. Housing Colorado is a unified voice promoting the preservation and production of quality affordable housing for low and moderate income Coloradans through statewide education and advocacy in order to build a strong economy and healthy communities.


  • Housing Colorado NOW! Conference has developed into a three day regional conference with 900 attendees from 30 states representing over 340 organizations.
  • The conference has featured 40+ workshops making it a go-to for education while still maintaining the intimate feel for networking with peers and potential clients.
  • In 2017 the conference was supported by over 70 sponsors.

Recent Accomplishments for Affordable Housing in Colorado

  • The instatement and extension of the state Low Income Housing Tax Credit, an invaluable tool that has enabled communities around the state to nearly double their production of housing development.
  • Preservation of the Affordable Housing Grants Line Item in the state budget. This funding source, now at $8.25 million, is the only general fund allocation to affordable housing development in the state.
  • In the past four years, membership in Housing Colorado has grown by over 200%, engaging a wider range of industries, such as economic development agencies, chambers of commerce, and civic business leadership organizations.
  • New resources, combined with an active housing market, has drawn significant new investment in Colorado. The Housing Colorado NOW! Conference is one of the largest and fast-growing industry conferences in the country, bringing diverse interests together with the shared goal of producing and preserving affordable housing.
