2017 Winter Park Town Plan (Comprehensive Plan) Update

The purpose of the Request for Proposals (RFP) is to receive competitive proposals from qualified planning individuals and consultant teams (hereinafter referred to in the singular as “consultant”) who are interested in carrying out a comprehensive update to the Winter Park Town Plan (“Plan Update”), which was adopted in 2006. The Plan Update should provide vision and policies to guide the Town’s future land uses and should incorporate the various departmental plans currently underway. Through public participation, this Plan Update will build consensus among different groups including, but not limited to, citizens, developers, land owners, business leaders, second-homeowners, appointed and elected officials and other stakeholders. The result will be, a community supported vision that supports the year around community in a unified manner. The Plan Update must provide guidance to the Town on how to appropriately implement new development and redevelopment within the community while also meeting the service demands that come with community growth. Similarly, the Plan should prescribe a realistic and timely guide for creating positive change. The Plan will also be a tool for policy development, project funding and implementation, and public-private partnerships. The Plan Update will build upon and bring together the previous planning efforts in order to create a new Town Plan that will create a roadmap for the future of Winter Park. This Town Plan shall include components of traditional plans and shall also provide new and transformative ideas and recommendations. The Plan Update is not to exceed a budget of $125,000 and the approach and proposal should reflect this budget including all expenses such as travel. The contract will be a fixed basis with payment terms to be negotiated with the selected firm.
