GENERAL INFORMATION
a) The purpose of this Request for Proposals (RFP) is to solicit and establish a
contract through competitive negotiations for the procurement of architectural, engineering and
landscape design services for the City of Manitou Springs Fire Department (City) for a training and
storage facility located on city owned property at the Manitou Springs Public Works Complex (See
Appendix B). The successful offeror will be required to provide complete design and consulting
services for the entire project.
b) Proposals shall be received until 5:00 p.m. MST on Friday, October 28, 2016 in the office of
the Finance Department to the attention of :

BACKGROUND INFORMATION
In 2015 the fire department conducted an analysis of needs for current and future operations. A
major need identified in this process was to create a space where firefighters could participate in
instructive lectures, skills review and fireground operations. Currently fire department members
must utilize areas in and around the fire station which is very limited in size and use
possibilities and creates distractions for other city employees and members of the public.
In addition to a training environment, the fire department lacks adequate storage space for
apparatus, equipment and training aides and currently utilizes 5 different locations for storage
needs.
In addition to creating a space for fire department training and storage needs, during the
conceptual design phase, team members also recognized the need for storage space for the City
Clerk’s Office, creating an environment for an emergency operations center and a location for
Continuity of Operations (COOP).
In preparation for this RFP, the city has worked diligently with the Department of Local Affairs
(DOLA), and the University of Colorado Denver, College of Architechture and Planning, to create the
conceptual design to design and build a complex of buildings that uses available prefab technology
for a burn simulation building (Condex boxes prepared for use in fire training), as well as a
building that includes a classroom environment for training instruction, as well as vehicle storage
and related storage. The building is not going to be permanently staffed but will need
to include sufficient parking for at least 20 vehicles
