Overview Scope This Request For Proposal (RFP) is being issued by the Town of Berthoud, Colorado. The goal is to solicit proposals by qualified interested parties to assist in the design and implementation of updating the Town’s recently approved Parks, Open Space, Recreation and Trails (PORT) Plan, with the task of creating a master development plan for three priority projects: trail system, designing a park at the Berthoud Reservoir, and redesigning the historic Town Park pool in the center of Town. About Berthoud Berthoud is a progressive community providing a balance between small town living and access to a range of larger city amenities a few miles away. With a population of 7,000 residents within Town limits, and 17,000 within the neighboring unincorporated area, Berthoud has its roots in a still-vibrant farming and small business culture. As the State experiences population growth, Berthoud has been planning its own strategic growth through its 2014 Comprehensive Plan, incorporating a new economic development program, and updating the development code. The Town’s Parks, Open Space, Recreation and Trails (PORT) Plan for existing and future parks and recreational spaces, open spaces, and trails was approved in 2016. Background The Town has acquired 422 acres of undeveloped parkland/open space and conservation/open space easements on 875 acres. The population growth has created heightened development interest in Berthoud, creating an increase in demand for parks and recreational facilities. In 2014, the Town completed an update to the Comprehensive Plan, which strongly supports planning, and in 2016, a new PORT (Parks Open Space and Trails) plan was adopted which created a framework parks master plan. Scope of Services The purpose of this RFP, is to find a qualified parks planner who can help create a development plan for the future of Berthoud’s parks, open space, recreation and trails, as well as serve as a liaison for the Town’s newly created PORT committee. The person/firm selected will create a strategic plan to progress on the Town’s following goals: • Design a unified master development plan of the current Town assets: o Create an overall design concept for the Town’s future recreational facilities and amenities, and how they can most effectively be phased over a ten year period o Devise and design an unified trails plan, with a goal of regional and local trail connectivity, with estimates for the sections the Town will need to complete. o Design a park and cost estimates for the Berthoud Reservoir, a 83 acre parcel with a 53 acre reservoir. o Design and provide estimate on a new pool/splash facility for Town Park, a small historic outdoor pool in the middle of Town. • Serve as a liaison to the newly created PORT committee, including attending meetings and workshops. PORT Meetings The Town desires that awarded consultant attend the newly created PORT committee meetings, to provide guidance and work product. In addition, the consultant may be required to attend Planning Commission and Town Board meetings as required. The awarded consultant should be able to thoughtfully utilize the feedback from each outlet in the creation of the requested tasks. Master Development Plan The major task of this RFP is for the selected consultant to produce updates to the master development plan of the Town’s recreational lands and open spaces. This development plan should provide guidance on the following: designing both active and passive recreation areas on current Town properties; identifying potential areas for the Town to acquire for future recreational or conservation areas; activity programming, operations, and maintenance plans; stewardship plans of conservation areas; estimated costs of the master develop plan; and an implementation strategy. Response Format and Requirements The proposal shall include the following components: Cover Letter This letter shall introduce the firm/consultant, indicate interest in the project, and be signed by an authorized company executive. Fees This shall be one-page providing an all-inclusive, not-to-exceed maximum annual total to provide said service including: providing the hourly rates and estimated hours of each individual assigned to the project; any fixed expenses, and any other fees or expenses anticipated. Experience of the Firm/Consultant and Statement of Qualifications This proposal shall highlight the firm’s experience in completing similar projects that have been completed for public agencies and include a point of reference of each project referenced for the selection team to contact. This section shall also identify the key individuals that will be a part of the project team, their role and assignments in the project, and their individual qualifications/professional experience. Standard Contract This shall be a one-page written agreement between the awarded consultant and the Town. Insurance Liability Provide proof of liability insurance in the amount of one million dollars. Submittal Process/Contact with Town of Berthoud Staff If you or your company is interested in bidding on this proposal, please send an email to the address listed below containing contact information by the January 2, 2018 date. This is a non-binding statement, but this will form the list of bidders who will receive notification of any questions and their answers. All questions or requests for clarification, or official submittals to this RFP should be made through the following email address: cfreese@berthoud.org Responses to any questions will be provided to all interested bidders within 2 business days. If a more detailed response is required, you will be informed of a time line in the initial response. The company that submits a question will not be identified in the public response. In order to be considered for this RFP, an official Bid Response submittal must be made by January 22, 2018 and sent to the e-mail address above. All material submitted regarding this RFP becomes the property of the Town. The Town has the right to use any or all ideas presented in reply to this RFP, regardless of the consultant awarded; disqualification of any consultant does not eliminate this right. The Town reserves the right to reject or accept any or all proposals or waive any formalities, informalities, or information therein. RFP Timeline and Selection Criteria Timeline • Release of Request For Proposal December 28, 2017 • Vendor Response Preparation January 22, 2018 • Bid Reponses Due by Electronic Delivery February 2, 2018 email proposal response to cfreese@berthoud.org • Bid response review February 5-9, 2018 • Notification of up to 2 parties for further evaluation, February 12, 2018 short list provided vendor-specific questions • Vendors prepare final quotation and written clarifications February 19, 2018 • Staff/PORT Committee selection: March 2, 2018 All time frames are targets with the exception of Bid Response due date of February 2, 2018. Unless notified in writing, no bids will be accepted after this date. The Town of Berthoud intends to enter into an agreement based on this RFP. However, the Town reserves the right to withdraw or cancel this RFP at any time.
