The Parking and Transportation Demand Management (TDM) Coordinator joins a forward thinking and inspired team working to create the next Urban Center of the Colorado Front Range. The Coordinator will develop and implement parking policies to support the multimodal transportation and economic development initiatives of the City. The City owns and manages a 600-stall parking structure adjacent to a commuter rail station, and an 890-space structure serving our emerging Downtown. Each structure will include a mixed-use development wrap that will utilize parking in the structure. Both structures are located in areas with shared parking policies and on-street parking to accommodate urban, mixed-use development.


The City is looking for a champion to develop and manage a dynamic parking strategy. We seek a multifaceted person to usher in a new era of parking management and operation. The coordinator must understand the economic impact of parking to support development of transit-oriented development adjacent to our rail station and a high density, urban scale, mixed use Downtown offering a choice of mobility options. An understanding of public/private partnerships and joint venture opportunities to construct and manage parking garages is desirable. The individual should also have an understanding of Transportation Demand Management (TDM) measures and effectiveness in order to implement the City's goals for ease of mobility and encourage use of alternative modes. Knowledge of new technologies and smart city applications that complement both parking management and TDM efforts is also desirable.


The full salary range for this position is stated above. Starting wages are negotiable and dependent on the qualifications and experience of each individual candidate. The City of Westminster offers a bonus of up to $1,500 per year depending on the employee's fluency in Spanish, Hmong, and/or Laotian.



Education, Experience, Skills, Formal Training, Licenses and Certifications


  • Bachelor's Degree in public administration, planning, engineering, real estate development or a related field
  • Five (5) years of experience in the development, implementation, and/or management of a parking/transportation program
  • Demonstrated success in overseeing a parking program. Successful candidates should be able to develop and manage budgets and have excellent contract management skills
  • Ability to establish and maintain working relationships with employees of multiple departments, citizens, transportation agencies and elected officials, and handle sensitive and stressful situations with tact and diplomacy
  • Communicate effectively both orally and verbally, make public presentations, review and prepare technical reports, and work as part of a strategic planning team
  • Must be forward thinking and creative; demonstrate a high level of leadership, motivation, and an entrepreneurial spirit
  • Experience implementing Transportation Demand Management programs in order to support the City's Strategic Goal for Ease of Mobility, facilitating use of alternative modes of travel and reducing the need for both public and private parking supply
  • Valid driver's license


  • Master's Degree in public administration, planning, engineering, real estate development or a related field
  • Experience working for a government agency
  • Experience working with General Improvement Districts
  • LEED AP accreditation
  • Supervisory experience
  • Experience with public private partnerships
  • Familiarity with smart cities parking technology

Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
