Job Description

Performs administrative, supervisory and professional work planning, coordinating and directing the activities of the Planning Division of the Planning and Building Department.


ESSENTIAL FUNCTIONS: The following duties are illustrative only and are not intended to be all inclusive:

  • Assumes full management responsibility for the Planning Division, including long range planning, development and subdivision review, zoning, annexations, special uses, site plan architectural review, site inspections, and planning review of building permits; recommends and administers polices and procedures for Division; selects, supervises and evaluates Division’s personnel, provides or coordinates staff training; works with employees to correct deficiencies; recommends discipline and termination procedures when necessary. 
  • Works independently on planning projects, including processing applications, conducting public meetings, writing code amendments, and working with the public to interpret and explain code requirements.  
  • Represents the City on various local and/or regional committees, presides over meetings with developers to express City policies regarding development, provides staff liaison support to various boards and commissions when directed and identifies and initiates planning projects, changes to the code and other rules and regulations, and department processes. 
  • Ability to carry out the duties of the Planner positions. 
  • Acts as the staff liaison to the Planning Commission. 
  • Reviews and makes presentations to Planning Commission on all planning-related applications submitted to the department; provides assistance to the staff liaison for the Zoning Board of Adjustment when appropriate, assists in areas of community and economic development as needed.
  • Administers, interprets and enforces the provisions of the planning codes; solves planning problems, develops research and work methods.  
  • Reviews and processes all non-temporary sign permits. 
  • Conducts building permit reviews for compliance with planning approvals. 
  • Maintains planning related files.  Researches various sources to provide information and answer inquiries. 
  • Educates the public, the development community and other agencies on zoning, land use and development processes and procedures.  
  • Provides predevelopment information and guidance. 
  • Maintains address date base and is responsible for assigning new addresses. 
  • Provides maps for the department upon request.
  • Assists with the development of studies and reports related to population, housing, land use, public facilities, multi-modal transportation, and parks and recreation. 
  • Assists with data collection for annual reports and economic development projects. 
  • Performs special projects and related work as required and assigned. 
  • Implements directives from the Planning and Building Director. 
  • Coordinates with other City Departments and prepares and provides reports and information. 
  • Monitors and updates plans.
  • Assists Director in managing and supervising staff liaisons to the Denver Regional Council of Governments (DRCOG), the Regional Transportation District (RTD) and the Boulder Valley School District (BVSD). 
  • Assists Director with floodplain management. 
  • Assists Director in annual department budget; makes recommendations to the Director on annual division budget and exercises control over expenditures of budget and funds.
  • Meets regularly with the Director, Building Official and the Neighborhood Services Specialist to coordinate work assignments, develops operational and strategic plans for the Department as a whole, and addresses administrative matters internal to the department’s operations.  
  • Assumes management and coordination responsibilities for special projects that may arise.


KNOWLEDGE:  Thorough knowledge of the principles, practices, purposes, scope and techniques of municipal planning; working knowledge of sources and research methods for developing data relating to growth, land uses, zoning, etc., and of the principles and practices of public administration.

SKILL:  Demonstrated skill in preparing written reports and projects; skill in the operation of equipment necessary to perform the functions of the job.

ABILITY:  Ability to supervise and coordinate the activities of a complex organization; exercise sound judgment in evaluating situations and making decisions; administer, plan and direct comprehensive programs; analyze and prepare comprehensive reports; communicate effectively verbally and in writing; establish and maintain effective working relationships with employees, other agencies, City officials and the public.



TRAINING: Graduation from a college or university with a Bachelor's degree in a planning-related field.  AICP certification required and Master’s degree in planning or related field highly preferred.

EXPERIENCE:  Five (5) years of increasingly responsible professional experience in municipal planning with minimum of three (3) years supervisory experience.  GIS skills and knowledge preferred.



Possession of a current and valid Colorado Driver’s license or ability to obtain within thirty (30) days from date of hire.
