Job Description

The Planning Technician is an entry-level professional and technical position that assist in the daily operations of the Community Development Departement.  The Planning Technician devotes a significant amount of time on adminstrative tasks and will be heavily involved in customer service.  The position will work closely with the public on a regular basis to provide customer service on planning issues.  The successful Planning Technician may be asked to perform basic professional-level duties of limited complexity and will assist in the adminstration and enforcement of the Town's Land Development Code and Comprehensive Plan.

This position may also be responsible for assisting with various research activities, including gathering information and data for use in developing projection of needs, usages and impacts.  The position may also assist with the preparation of graphic presentations and reports related to planning, zoning, land use and development.

Essential Duties: 

  • Provides information and technical assistance to the public in the administration of the land development codes and related standards regulations and policies;
  • Explains ordinances and statutes relating to land use, building regulations, and zoning and development requirements to members of the public;
  • Directs individuals to propert agencies as needed;
  • Assists landowners in determining appropriate applications for development requests;
  • Assists landowners with development fees;
  • Receives and responds to inquiries, requests for assistance and concerns pertaining to planning projects, regulations and ordinances;
  • Reviews planning clearance applications to assure compliance with Town requirements such as use, bulk, placement, parking ratios, design standards, etc;
  • Prepares public notices, mailing lists and associated maps and property owner verifications; and posts notices when directed;
  • Supports the preparation of resolutions, ordinances and agenda information for appropriate boards and commissions;
  • Performs adminstrative tasks including some data entry, project review tracking and file management.
  • Assists with preparation of reports and recommendations of moderate complexity;
  • Researches and compiles information on a variety of planning issues from multiple sources;
  • Assists with the preparation, review and revision of the Comprehensive Plan and other supporting documents;
  • Assists with reviews, evaluations and updates of the Town's land use and development ordinances as necessary;
  • Assists in the maintenance of the Town's data base for such information as population, land use, housing and other statistics used for planning purposes;
  • Prepares maps, charts, and tables of moderate complexity as necessary.
  • Assists Code Enforcement to investigate violations and complaints of land development code regulations and ordinances, which may include conducting site vistis and field investigations;
  • Occasionally, assists with floodplain development permit reviews;
  • May be requested to maintain pertinent records from meetings;
  • Performs other Town related duties as assigned.

The Planning Technician generally requires, at a minimum, the completion of an associate's degree in urban planning, architecture, construction management, social sciences or related field or two years of experience in planninag and zoning administration or public administration.  A bachelor's degree or additional related work experience is preferred.
