The City of Manitou Springs (the City) is requesting proposals from qualified firms to perform a professional transportation and traffic engineering study along the Ruxton Avenue corridor from Manitou Avenue to the terminus of Ruxton Avenue just west of Hydro Street (Project). The Project will require observation of traffic patterns and congestion along the entire project corridor and result in project alternatives, recommendations, and solutions for mitigation of congestion as well as recommendations for pedestrian safety along the route and cost estimates for all proposed recommended solutions. The project also will include analysis of parking spaces within the corridor with regard to location and number and build upon recommendations found within the 2015 Ruxton Avenue Use and Impact Study. It is not anticipated traffic counts will be necessary.

Description

The City of Manitou Springs (the City) is requesting proposals from qualified firms to perform a professional transportation and traffic engineering study along the Ruxton Avenue corridor from Manitou Avenue to the terminus of Ruxton Avenue just west of Hydro Street (Project). The Project will require observation of traffic patterns and congestion along the entire project corridor and result in project alternatives, recommendations, and solutions for mitigation of congestion as well as recommendations for pedestrian safety along the route and cost estimates for all proposed recommended solutions. The project also will include analysis of parking spaces within the corridor with regard to location and number and build upon recommendations found within the 2015 Ruxton Avenue Use and Impact Study. It is not anticipated traffic counts will be necessary. The City of Manitou Springs (COMS), City of Colorado Springs (COCS), and the Manitou and Pikes Peak Railway (COG) are undertaking this effort in partnership to find and implement solutions to the overwhelming use of the Ruxton Avenue corridor by vehicles and pedestrians visiting the varied tourist attractions located at the far west end of the corridor. The project will include a process of stakeholder (COMS, COCS, COG) engagement meetings to determine the needs, existing conditions, and desires of the stakeholders with regard to desired solutions. The process will also include one (1) community meeting to hear concerns of area residents/business owners/citizens along Ruxton Avenue. The materials developed as a result of this project will be utilized for budgeting of future capital projects and for development of the Ruxton Avenue Streetscape, Utility and Drainage project. Proposals will be received by the City of Manitou Springs Planning Department, 606 Manitou Avenue, City Hall, Manitou Springs, CO 80829, UNTIL: Monday, July 31, 2017, at 4:00 P.M. Proposals should be submitted in hard copy format (4 copies) with an attached digital copy on thumb drive to the Planning Department at the above address only. A copy of this Request for Proposals may be obtained as follows: 1. Download the RFP from the City of Manitou Springs website at www.manitouspringsgov.com under “Public Notices” 2. Request that a Copy of the RFP be emailed 3. Pick up a hard copy at the Planning Department (proposals will not be mailed) 4. The Ruxton Avenue Use and Impact Study can be emailed upon request as well. Attendance at a PRE-PROPOSAL MEETING/SITE VISIT and review of the 2015 Ruxton Avenue Corridor Study is strongly recommended. The meeting/site visit will be held at 10:00am on Wednesday, July 19, 2017, meeting at Manitou City Hall, 606 Manitou Avenue, Manitou Springs, CO and we will then shuttle to Ruxton Avenue.
