II. SCOPE OF WORK Project Goals and Purpose Evaluate the transit needs, optimize existing services, and plan for future service demands. Expected Outcomes The project will result in the development of a strategic operating plan document that includes the results of a robust public involvement process, as well as four potential service scenarios. Project Tasks 1. Current Conditions Assessment A review of the transit service area and demographic characteristics (low income, zero vehicle households, older adults, and people with disabilities) will be compiled and used to complete a transit propensity map identifying locations that are most likely to have a demand/need for transit. This step will incorporate any known future development in the service area to ensure anticipated growth areas are properly accounted for in the plan. An existing agency operations review process will also be completed to understand the current operation of the existing transit service, known gaps, and coordination with other providers. The study will: o Review and analyze key performance metrics (cost per hour, cost per trip, on time performance) o Summarize ridership information including boardings and alightings by location and time of day o Evaluate current operations and administrative procedures (route recovery time, deadhead, routing, dispatching, scheduling) o Interview drivers about what is working well and what aspects of the routes present challenges
