High Country Conservation Center (HC3) is seeking interested consultant teams to submit proposals for the development of a greenhouse gas emissions inventory and the facilitation of a communitywide climate action planning process. This RFP covers development of the GHG Inventory only. HC3 and its partners will select one firm to complete both the GHG Inventory and the Climate Action Plan. Firms interested in providing these services must submit two proposals: one for the Inventory and one for the Climate Action Plan (see: Summit County, Colorado Climate Action Plan Facilitation RFP). RFP Questions & Answers Q1. Could you please confirm the due date? A1. Proposals are due February 2, 2018. While we intend to make a selection announcement on February 9, 2018, we would also like to reserve the right to invite firms for interviews if we deem it necessary. In that case, we will contact the firms to schedule interviews on or before February 9. Q2. Do you prefer local firms? Will that be a factor in decision making? A2. Yes, we have a preference for local firms not only to minimize travel costs, but also so they are familiar with what makes our community unique. Q3. Are there already different facilitators or local firms that HC3 has worked with? We would hire third-party contractor who’s local to complete the facilitation. A3. Yes, we have worked with local firms that provide facilitation, and they are also planning to submit proposals for these projects. Q4. Do you have a preference to work with small businesses? Are you looking for a firm that had a lot of breadth or a niche, boutique-type firm? A4. Our Steering Committee hasn’t discussed a preference one way or another. We will choose a firm that understands our community, what we’re looking for, and can deliver results within our budget. Q5. Is there a budget? A5. Yes. The budget for the GHG Emissions Inventory is $15 – 18,000 and the budget for the CAP facilitation is $30 – 40,000. We are looking for consultants to respond in a practical and cost-effective way and to offer suggestions where appropriate. Q6. With respect to the CAP process, HC3 seems to be an important player and is prepared to do some of the heavy lifting involved. Will HC3 be involved in steering or directing the group but also providing content for the process? How much of the effort will HC3 assume and how much will the consultant be picking up? A6. HC3 will work closely with the consultants to identify places where we can provide support. For example, HC3 can assist with data collection, making logistical arrangements for meetings, and coordinating stakeholders. However, the consultant is responsible for most of the work. Q7. Is HC3 interested in cost-sharing with other non-profits in future? A7. We’re not sure what this might look like. Currently, our funding for the planning portion of this process is coming from local partners. However, we are interested in pursuing grant funding once we reach the implementation phase of this project. Q8. We would like to combine our two proposals because we think there will be some cost synergies. How should we do that? What about the page limit? A8. That’s perfectly acceptable, but please split out all costs by task. If you combine proposals, don’t worry about a page limit, but please be concise. Q9. The CAP RFP asks for the consultant to co-facilitate 6 meetings with approx. 30 people. Can you say more about why 6? Does co-facilitation have options? A9. We chose 6 because we don’t want to overwhelm our participants or drag out the process. However, we are open to consultant suggestions. With respect to co-facilitation, HC3 is available to help with agenda creation and distribution, creation and printing of handouts, booking meeting rooms, etc. Q10. Is HC3 open to us combining and/or re-organizing tasks in order to optimize the efficiency of this work? A10. Absolutely. Q11. With respect to adaptation (mentioned in Task 1), are you looking for a full resiliency plan? A11. No. What we’d like is a stakeholder discussion of what adaptation opportunities might look like. We can include these ideas in the final CAP, but we don’t need an in-depth examination at this point. Q12. With respect to Task 2, are you asking the consultant to help you develop a public engagement strategy or to actually conduct the public outreach? A12. We are asking the consultant to help us develop a public engagement strategy which we will implement. Q13. With respect to Task 5, are you looking for a full-blown capacity building plan? A13. No. We’re looking to provide guidance to our local jurisdictions about what capacity their organizations might need to successfully follow the CAP. For example, this might take the form of a tool-kit for local governments, but we are not seeking an in-depth analysis of each institution’s current capacity and where they need to be. Q14. Regarding community engagement and focus groups, does HC3 have a priority list for focus groups and topics that they would like addressed? We would look to HC3's expertise in the community to drive this process. A14. Yes, we have a list of potential focus groups and who would be included in each group. BACKGROUND INFORMATION Overview Through this Request for Proposals (RFP), the High Country Conservation Center (HC3), requests proposals from qualified firms to conduct a Greenhouse Gas Emissions Inventory for Summit County, Colorado. Firms applying for this RFP must also submit a proposal for facilitation of a Climate Action Plan. Introduction HC3 is an environmental non-profit located in Summit County, Colorado. Our mission is to promote practical solutions for resource conservation in our mountain community. Current focus areas include waste reduction, energy efficiency and clean energy, water conservation, and sustainable food production. HC3 works with local government entities and community partners to implement programs. In 2017, the Towns of Breckenridge and Frisco along with Summit County Government joined the Compact for Colorado Communities. This agreement compels signatories to take local action to mitigate the effects of climate change. In order to fulfill the requirements of participation, these entities have joined with HC3 and other local stakeholders to develop a Climate Action Plan for our community in 2018. To initiate this process, we are seeking a qualified consultant to conduct a greenhouse gas emissions inventory for the Summit County community. Project Purpose and Goals To ensure that the strategies identified in Summit County’s Climate Action Plan effectively reduce greenhouse gas (GHG) emissions, we must first understand what the largest local emissions sources and sinks are, as well as emissions trends. Our goal for the Greenhouse Gas Emissions Inventory is to gain baseline understanding of which activities emit the most GHGs so that we can establish meaningful actions to reduce emissions in Summit County. The GHG Emissions Inventory will include a detailed explanation of the methodology used in order to be replicable. The Inventory will also provide detailed information on greenhouse gas emissions generated within the geographic boundary of Summit County, Colorado (including the six incorporated towns as well as unincorporated areas of the county). These emissions should be broken out by sector, including waste, transportation, and energy use. Data sources must be clearly identified. Summit County is a popular tourist destination and visitation causes increased emissions from transportation. However, we have chosen to report according the BASIC level, as defined by the Global Protocol for Community-Scale GHG Emission Inventories, because we have limited control over trans-boundary transportation. Summit County is also unique because of approximately 80 percent of the land within the county’s borders is publicly owned. We are interested in understanding whether these public lands are net emitters or serve as carbon sinks. For this reason, depending on cost, we may also include BASIC+ reporting for the Forestry sector (excluding Agriculture and Land Use). Finally, we are interested in modeling historical trends to help determine local drivers of emissions. Our goal is to gain a comprehensive understanding of emissions countywide; however, we would like to understand the costs associated with identifying emissions from within different jurisdictions, including the Towns of Breckenridge, Dillon, Frisco, Silverthorne, Blue River, Montezuma and unincorporated Summit County. SCOPE OF WORK The following generally describes the scope of work to be led by the project consultant in coordination with HC3: Task 1: Create a Greenhouse Gas Emissions Inventory for Summit County, Colorado • Using the Global Protocol for Community-Scale GHG Emission Inventories (GPC), identify data sources and develop methods to construct a Summit County GHG inventory that is compliant with the GPC at the BASIC level. • Based on availability of relevant data, recommend a baseline year for the Inventory (ideally as current as possible). • Calculate emissions using either ICLEI’s ClearPath tool or a customized greenhouse gas inventory tool that does not require access to ClearPath. • With respect to transportation, differentiate between public and private transportation. • For information-only, estimate emissions reductions that occur from recycling. • Depending on cost, this inventory will include either one countywide analysis OR an analysis broken out by town. See Proposal Submittal Requirements below for more detail. • Depending on cost, this inventory may include BASIC+ reporting for Forestry. See Proposal Submittal Requirements below for more detail. Task 2: Model Historic Trends and a Business as Usual Projection • Provide emissions trends by reporting data over a historical period (starting date to be proposed by the consultant) to the present (i.e. the most recently available data) to identify past emissions trends. See Proposal Submittal Requirements below for more detail. • Based on historic trends and working with HC3 to identify assumptions, create a model to estimate Business as Usual emissions through 2050. Task 3: Provide Information and Training for Continued Inventory Management • Provide a detailed explanation of methods used to construct the GHG inventory, including any assumptions made and how the GPC Protocol was applied. • Provide complete information on all data sources (including those used to generate activity data and emission factors), any assumptions made, and estimates on the uncertainties of the data. • Provide training to HC3 staff to be able to update the inventory in future years. Project Timeline January 12, 2017 - Request for Proposals distribution January 23, 2017 - Deadline for submission of questions January 26, 2018 - Distribution of answers to RFP questions February 2, 2018 - Request for Proposals due date (by 5:00 p.m.) February 9, 2018 - Announcement of Proposal selection March 2018 - Estimated project start date PROPOSAL SUBMITTAL REQUIREMENTS Proposals should be submitted via email. Proposals should be no more than five (5) pages of text and no more than three (3) pages for the cost proposal (not inclusive of team member résumés and references). All proposals must include the following information: 1. Work Plan Provide a description of how the GPC-compliant inventory and deliverables will be developed, including: a. Description of the data sources you anticipate using as well as which data you anticipate will be actual vs. estimated b. Recommendation for the timeframe to use for the analysis of past emissions trends, as well as an explanation of why the chosen start year is recommended and a description of how historical analysis will be created. c. Detailed expectations with respect to HC3’s role d. Description of the physical deliverables of your project 2. Statement of Qualifications Provide information on prior experience conducting community greenhouse gas emissions inventories. 3. Proposed Project Team Members Describe each team member’s experience and education; individual résumés are sufficient. Please include rate schedules as well. 4. Recommended Project Timeline Detail by each task listed in the Scope of Work. 5. Cost Proposal Cost should be broken out by each task listed in the Scope of Work and should indicate the hours and billing rate for each consultant team member. For Task 1, please include two cost proposals: 1) For a countywide GHG inventory; and 2) For a GHG inventory of emissions broken out by different jurisdictions, including the Towns of Breckenridge, Dillon, Frisco, Silverthorne, Blue River, Montezuma, and unincorporated Summit County. Please cost each jurisdiction individually. In each Task 1 cost proposal, please separately price the inclusion of BASIC+ reporting for Forestry. For Task 2, please include two cost proposals: 1) Historical analysis calculated on a yearly basis (e.g. start year – 2015); and 2) Historical analysis calculated on intervals (e.g. start year, 2010, 2015) 6. References Include a list of three current references, with at least one being a State or Local Government client. Provide name, address, telephone number and email for a contact person for the organization, along with a brief description of the work completed, including the project dates and project description. 7. Insurance Provide a summary of the firm’s insurance coverage, including liability insurance and workers’ compensation. 8. Third Parties If the firm utilizes a third party for completing RFP requirements, list what portion of the RFP will be completed by the third party and the name, if known, of the party. All proposals shall include all the information requested in this RFP and any additional data that the respondent deems pertinent to the understanding and evaluating of the proposal. The respondent should not withhold any information from the written response in anticipation of presenting the information orally, since oral presentations may not be solicited. Exceptions or deviations to this RFP must not be added to the RFP pages, but must be on company letterhead and accompany the proposal response. Should HC3 omit anything from this RFP that is necessary to a clear understanding of the work, or should it appear that various instructions are in conflict, the respondent shall secure written instructions from HC3. If it becomes necessary to revise any part of this RFP, or if additional data is necessary to enable respondents to effectively interpret this request, an addendum will be issued via email. It is the responsibility of the respondent to ensure that they have received all addendums prior to submitting any proposal. Deadline for Proposals To be considered, proposals must be submitted by 5:00 PM February 2, 2018. Proposals must be submitted via email to Jess Hoover at Jess@highcountryconservation.org. SELECTION PROCESS All proposals will be evaluated based on a variety of factors, including the quality of the overall approach, quality of previous work, cost, and references. The objective is to select the firm whose proposal is determined to be in the best interest of HC3 and its partners. HC3 may request supplemental information or clarification until a final selection is made. HC3 reserves the right to reject any or all proposals received as a result of this request, or accept what is, in its judgement, the proposal which is in HC3’s best interest. HC3 reserves the right to waive any formalities, informalities, irregularities, technical defects, or clerical errors in any proposal, as the interest of HC3 may require. At the discretion of HC3, firms submitting proposals may be requested to make presentations as part of the evaluation process. HC3 will not reimburse the respondents to this RFP for any costs associated with the preparation and submission of said proposals or in the preparation for and attendance at a presentation. GENERAL REQUIREMENTS, TERMS, AND CONDITIONS All proposals must be submitted in accordance with all terms, conditions, specifications, and stipulations contained herein. Respondents shall carefully read and be familiar with all terms, conditions, specifications, and stipulations contained in this RFP, which shall become part of the final contract.
