Legislative Committee Meeting 2020

AGENDA

Legislative Liaison Update
Peak Colorado Legislative Update 4.7.2020
Christy Wiseman Notes 3.27.20 Mtg

We will be holding a virtual APA Colorado Legislative Committee meeting this Friday, April 10, noon to 1:00 PM. See call in information below. Please join us to discuss:

  • Status of the Legislature and Anticipated Next Steps/Update from Sol (See updates from Sol/attached)
    • Court ruled that the 120 day legislative session can by “paused.” To note is that the budget must be passed by June 30 since the fiscal year begins on July 1.
    • To note is that the Water Conservation Bill, HB20-1395, which passed fully through the legislative process was sent to the Governor’s desk for signature on March 23. We are awaiting word that the bill has been signed.
  • Discussion of bills below. The following were noted in our last meeting as ones we want to discuss further so that we are well-informed and ready when the Legislature resumes.
    • HB20 - 1151
    • HB20 - 1318
    • HB20 – 1351
    • SB20 - 190
  • Roundtable discussion on Planners and Planning during the pandemic (Continued from March 27): What we are seeing; what we are doing; and what we can take forward that is applicable to other crises our communities may face. (Some items introduced at our last meeting included affordable housing and the overall effect of the current crisis on housing; how we are handling meetings, including quasi-judicial meetings; handling developer negotiations; inequities that exist being magnified; take this time to get to know our decision-makers [projects, passions, positions on issues, etc]; importance of mental health [access to green space]; municipal finance; planning and health link [community planning is a health issue]; what did we learn in previous crises such as WWII about coming together; and federal funding.) See attached notes that Christy Wiseman (DOLA) took during the last meeting and graciously shared.

The link to the Bill Tracker is below. It includes planning-related bills that have been introduced since the session began on January 8 until it was “paused” on March 13.
