Equity in housing access and affordability is an issue facing many cities, states, and planners across the US. With the recent passing of State legislation, Oregon House Bill 2001 (HB 2001), Oregon is taking a lead role in addressing the gap that is the “missing middle.” HB 2001 requires zoning codes across the state to allow middle housing such as duplexes and triplexes in all single-family residential zones. This webinar will look at the issues at the heart of the bill, what it took to pass HB 2001, and what planners in Oregon and other states can learn from this approach. Speakers representing multiple perspectives - legislative, advocacy, state and local government - will come together to discuss legislative and advocacy challenges and successes, realities of implementation facing cities small and large, and the expectation for middle housing development in Oregon. Participants will walk away with lessons learned on affecting change in the housing market, building support for middle housing, and what it takes to move a housing bill from start to finish.
