In 2014 the City of Aspen adopted Transportation Impact Analysis (TIA) Guidelines that require new development to mitigate its net new trips. Based on Aspen-specific trip counts, the system has ensured all trips are mitigated through infrastructure improvements and proven programmatic measures. The system has taken the guess work out of transportation and trip considerations in development and resulted in a system the city and developers both think works well.
